Essar Energy Transition owns and operates Stanlow Manufacturing Complex, near Ellesmere Port in Cheshire. Stanlow Manufacturing Complex has been a 600-hectare industrial site for over a century and current permitted activities include the refinement of hydrocarbons, the production of transport fuels including diesel, petrol, jet fuel, and feedstocks for wider industries.
Essar Energy Transition plans to develop an energy hub at the site, including hydrogen-ready heat and power production, large scale low carbon hydrogen production, utilising carbon capture transport and storage infrastructure and production of lower carbon transport fuels such as sustainable aviation fuel.
The company is proposing to construct and operate a hydrogen-ready combined heat and power facility at Stanlow. The proposed development will provide steam and power production facilities to Stanlow refinery and to other industrial facilities near the site. The availability of power will also attract investment to the site, supporting economic growth.
The proposed development will deliver the following benefits:-
-Improve the existing combined heat and power facility by increasing the power supply for the refinery and other industrial off takers. This will allow these facilities to operate efficiently and cost effectively whilst minimising the load on the National Grid, which can act as a constraint on industrial development in the northwest of England.
-Expand the first large scale 100% hydrogen ready combined heat and power (which has been developed under TCPA planning application 25/03828/FUL) providing additional dispatchable low carbon power production. The design allows for baseload power generation initially, with flexibility to allow renewable power import whilst still generating steam in the long term. This will deploy technology needed to balance the UK’s future electricity system.
-Be designed to operate cogeneration of heat and power, which will allow the proposed development to operate more efficiently than equivalent combined cycle power plants. This improves carbon savings operating on all fuels and makes the most efficient use of low carbon hydrogen when the fuel is switched.
-Replace elements of the legacy plant, improving reliability, safety and environmental performance of Stanlow refinery.
